In South Africa, PSU specializes in Revenue Management Services with a specific focus on Debtor Management based on data integrity. These services are based on combining IT and financial management skills and experience by establishing a team of people with experience from both the private and public sectors with a specific focus on revenue and debtor management aspects of municipal finance.
PSU’s Revenue Management Services are as follows:
- Revenue improvement services – this entails an analysis of the municipalities revenue generation base and identifying revenue improvement or maximization opportunities through; i) improving billing completeness and accuracy; ii) debtor data cleaning; ii) indigent identification; iii) consumption efficiency and error analysis and iv) billing process efficiency evaluation;
- Debt Management – this entail debtor analysis to identify debtors that; i) are in need of data cleaning; ii) are redundant or duplicate; iii) can be handed over to debt collectors; and iv) should be written off;
- Government debt resolution – This entails resolution of all billing errors relating to services provided to government organs and brokering the settlement of government debt;
- Utility tariff analysis – this entails the analysis of existing tariffs to evaluate whether these: i) underpin municipality’s budget; ii) are applied correctly and iii) are in compliance with existing regulatory and legislative regimes;
- Field audits – This entails customer and meter audits for updating of the billing database;
- Municipal Property Rates Act implementation – This entails assisting municipalities with the matching of the valuations roll with the billing system in line with the MPRA requirements.
